I compiled this list in order to help other independent game developers concentrate on creating fun games rather than spending time re-inventing the wheel.
This page contains links to what I consider the "Best in Class" of the publicly available game resources and libraries. Resources are categorized by functionality and further sub-categorized by license.
Note: License sub-categories are accurate as of the date above but are provided solely as a convenience for the developer. As always, consult the license documentation included with each resource to determine the actual (read: legally-binding) licensing agreement.
All resources are Win32 compatible and many are Linux compatible as well.
I will endeavor to keep this list concise but should you feel there are other "Best in Class" resources, please let me know so I can add them to the list.
